  1. When adding a border around an already-uploaded image, you can do so from any browser.

    However, if you're Adding a New Image from your Computer into the text box and you want to add a border, then Firefox is the best browser. You'll want to click Save and use old editor (up top), then click on the little pop-up yellow box to  Edit Image Properties.
